A possible cause for this is that the Ornatrix plugin cannot communicate with the Ephere License Server over TCP on the local machine. When it fails to connect to the License Server, it tries to start it, and then the UAC message appears.
Please check if any firewalls or antivirus programs are blocking the communication.
Another possible reason that the server gets restarted so often is that it stops or crashes for some reason.
Does the plugin authorize and work successully? You don't mention any problems using the plugin, so I guess it gets authorized properly, despite the UAC warnings.
