No, the Manager works fine. If it says it can't connect to the license server, then the license server is not working for some reason.
Try uninstalling it: https://ephere.com/docs/Uninstalling_License_Server.html
Then try running Ornatrix again.
If you have installed a Windows feature update, your hardware will no longer match your old license assignment and you'll have to reassign it. First release the license from the Account > My Licenses page, then it will be assigned to the updated Windows machine.
