Do you mean to "rig" the hair?. Please clarify and explain what you are trying to achieve.

yes I want to hair follow the skin character movement 

I want the hair to be coarse first and follow the character's skin

 

I want the hair to be Rig first and follow the character's skin.

It is not possible to rig the hair directly.

If you generate the hair from polygon strips, then you can rig and animate the polygon strips and the hair will follow them.

Another option is, if you generated the hairs from spline curves, then you can rig and animate the spline curves so the hair will follow them.

So, should I do the rigging process and add the rig modifiers before starting to make the hair? Or after making hair?
I did not see a tutorial on YouTube! Maybe I didn't search correctly! Can you suggest a video tutorial?

To clarify. We DO NOT have a video about rigging hair because rigging hair it IS NOT supported. 

Again, a possible workflow is Generating Guides from Splines and then rigging the splines. Or Generating Hair from Mesh Strips and then rigging the mesh strips.
