It appears from your descriptions that the slow-downs are caused while caching things in V-Ray as well as freeing up memory. The symptoms you describe do match those of memory paging on hard-drive, though it is hard to tell. It also looks like it isn't the hair-generating but somethng in V-Ray which is causing problems.
In short, I can't really tell if 32GB ram will really improve the situation but it will definitely not hurt :) Generally RAM limitation is the first bottleneck when it comes to procedurally generated geometry like hair.
