ID Scattering re-seeds after render

While random material ID scatter is active, it re-seeds a new random ID value after each render. This does not happen while rendering a sequence; just during single frame renders. Is this normal behavior? It makes it difficult to fine tune my separate materials for my many feathers.

Please give me more details: 3dsmax version, Ox version, render engine, also, can you provide a test scene for this issue? Thanks.
