Meanwhile, as a workaround, you can select the area of the eyebrows where you want to grow the hair, create a selection tag and use it in Hair from Guides, then enable "Use Face Includes". | Hi, The team implemented a solution in the next nightly build. The problem is how C4D evaluates bitmaps (JPG) in recent versions. Even as the map is black, it evaluates the values as very small double values (e.g. 0.003). The new parameter "Distribution Map Zero Value" parameter in HFG will allow you to specify the minimum/black value, which is zero by default.
