When I try to add hair, the "Select Groom" popup window is empty.
I've tried with both ver_0.2.1.20681 and ver_0.2.1.20558 in c4d r20.

Be sure you are selecting a polygon object or a curve object. If the problem persist, try using the Add Hair command with nothing selected and let me know what happens.
I've tried your suggestions, unfortunately, I'm still not getting any groom options.
Sounds like a bad installation. What installation method are you using?
I've been downloading the zip and authorizing via the cmd prompt.
Can you try the installer instead?
I used the installer and that seems to have done the trick.
