Hair doesn't stick to mesh strips when simulated by cloth

The picture should explain it. The strips are simulated using C4d cloth. The hair strands freak out once the cloth starts moving.

 

Also, the scene become very slow and almost unusable when displaying hairs...and I haven't even duplicated the hair to the other side yet.

Is this something I can't do? I don't think mesh strip method is of any use if I can't animate the strips.

It appears that "ground strands" is causing the problem. Is it absolutely necessary to use ground strands with hair from mesh strips?

You should watch this tutorial. It explains the Hair from Mesh Strips workflow, why and when to use Ground Strands. Then you can decide if you really need Ground Strands. 
You can also try disabling Rotations in Ground Strands. 

The performance will depend on the amount of strands and strand points/vertices. Keep that in check and reduce it in the viewport for better performance.
