Ok, I found an almost sililar method :
If I check "Affect Whole Strand" and set "Minimum Bend Value" to 0, it change the lenght of the strands.
However, I can't have nice smooth and progerssive transitions between sinks.
If you are referring to the hair data generation with surface comb, this is only available on V4 beta for Maya.
