I am wondering how to save out a .oxgroom preset file from within Ornatrix for C4D,
Any suggestions?

This feature is not implemented in Ornatrix for Cinema 4D yet. It will be implemented for the next major version.
However, you can still export the groom as Ornatrix Alembic.
