Hello could you try using the UV based option and see it that solves your issue?

i found an older post from 2014 mentiong the same problem without solution, its like a continous bugFrown

Lowering the threshold to 10 or lower seems to be a solution for now  and have a stable rendering without poping hair around ..

 

You need to make sure:

  1. Your character is in a relaxed pose when clusters are generated
  2. Press generate clusters and then render the scene right away to cache the render clusters

This should fix the issue.
