This is because collisions are calculated through maya nCloth shapes. The interpolated hairs are not calculated/seen by the nucleus system.
There are a some options.
* Set the colission shape of the nCloth to higher number (bigger volume)
* You could however instead of using ncloth use Maya's nHair. Ornatix can be converted to this with a click of the button. Use passive colider for collisions. In this scenario you don't need Ornatrix Hairs from Guides. It's done with paintFx settings.
* Or you can convert the guides into Xgen (most complex option)
