Currently not. The distribution types are designed to work on all the guides at the same time using it's placement and deformation for interpolation. All the guides have to work together to make the hair interpolation work.
If you want to create fly away fathers I think the best option is create a second hair object on the same mesh and set the distribution type to Guides As Hairs.
