For example, the curls on the Asion woman can be done in two ways: Using a curl modifier or using the twist parameters in the Clump modifier. in general I think your project is going to need lots of experimentation and be pretty familiar with Ox. 

Let's start with the first image from left to right. Please find a highger resolution reference and break the reference into sections so we can approach each part of the hair individually with different techniques.
