Hi I'm using 3ds max and trying to create a simple coliision. The thing is when the strands touches the coliision object it kind of snaps outside instead of bend inside like they are suppose to.

Resolve Collisions doesn't perform any physical simulation and it doesn't know about strands velocities. Therefore, it'll bend the strands in any way to get them from colliding with the surface.
My suggestion is to try the Moov Physics modifier instead.
