When i groom the guides they always get shorter and does it matter if some of the guides are not the same length?

To also add, does the length matter when using MOOV Physics?

Can you show me an example of the guides getting shorter when you comb them? 

The length and point count matters in a simulation. I would not worry but that though. Even if the strands have different lengths Moov physics will work more or less the same. What is more important is the point count. I suggest using a Detail node to resample the strands before the simulation. Also work in real world scale for better results. 

It will also depend on the hairstyle, but I may suggest simulating the short and long hair individually.

Its not that obvious since most of the guides are the length i would like but some guides are notable shorter compared to the rest becuase of the position that they have been put in. When grooming them they gradually get shorter with every adjustment.

I have highlighted the guides that became shorter the more i groomed them into position.

If they look shorter due to their positioning on the scalp then that is expected, actually that is how real hair works. That type of layering is observed in real human hair. However, if yiu want to make sure that all the strands are the same length you can use a Length node to set a global length.
