Hi,
Ornatrix does not require a license for rendering. You can render the hair using the demo version, but for the most reliable results, it's recommended to use the unlicensed commercial version to ensure that the machine rendering the hair matches the exact version and build of Ornatrix used to create the grooms. The demo version may be outdated, so the commercial version is a better choice. Additionally, the commercial version won't prompt for a license when rendering hair.
However, I don't recommend passing the groom between departments. Instead, complete the groom, bake it, and share the baked version with other departments. This approach will significantly improve overall scene performance.
If the animation department needs to simulate the hair, they will require a license. In this case, you can share a single license either by utilizing your license in online mode or by setting up a floating license server. The floating license server allows any artist to connect and retrieve a license when needed, provided that a license is available.
Another option is to pass arround the groom guides for animation, simulation, rigging, and then re-attach the guides to the main groom to add the final animation to the dense groom.
