I am following this tutorial where he plants individual roots, https://www.youtube.com/watch?v=bOO7Pmx0lsY&t

but on his model they only seem to come from the surface of the head where they are placed. but when i try to do it they appear all over the head. 

I thought he was using a map from the start to cull unwanted hair, but he adds one much later instead meaning his hairs do only appear where they are placed on the surface how can i do the same?

Hi,

What is happening in your image is called hair interpolation and it is the intended behavior. Using the video as reference, Hair from Guides(used for hair interpolation) is added at minute 3:03. At that point, you will notice that the hair grows everywhere just like in your image. The difference is that by that point the scalp is already full of guides to properly drive the hair interpolation. The reason why it looks like that for you if because you don't have enough guides for proper hair interpolation as shown in the video. Then, in the video we tweak Hair from Guides settings to change the interpolation behavior. Finally, a distribution map is added to remove hair from unwanted areas.

If you don't want hair interpolation, or want hair to grown only where the guides are placed, see the Hair from Guides documentation. Look for "Use Guide Faces", "Guide Interpolation" settings. You can also slow down the video to compare the settings that I used there.

TIMING:

0:00 - I always tell my subscribers to create a separate scalp, even though it's not always convenient, but it saves a lot of time when drawing a mask on the whole head.
0:16 - As usual, we create hair with Furball, having previously selected a scalp.
0:23 - Removing unnecessary guides
0:48 - Let's start combing this guide.
1:32 - Next I added the Detail modifier, since it's better to use 70 points for long hair, so we can make a nice bend in the root area.
1:59 - Turn on HairFromGuides and my hair is growing, just like yours. But now I'll show you how to fix it.
2:06 - Turning on the Use Guide Faces option. You can read more about this option in the documentation.
2:48 - Next add Clump by Guide, Maya will tell you that one guide is not enough for now, but ignore it.
3:06 - If you need to, you can set Use Guide Faces = 1, it all depends on your task.
3:18 - Adding more guides.
4:18 - Applying a clump to the new guides.
4:32 - Adding another clump to do subclumping.
5:22 - Next I add some Generate Strand Data so I can see the color of the clumps. This is handy for adjusting the number of them in Subclumping.
