I realized I can make cylinder type's hair.
But where can I find "mesh type"?

The drop-down list has been replaced with the three icons you see in your screenshot. Use the left one for cylindrical hair.

Yes, I found it out.
But sometimes it doesn't works;;
Do you mean that it doesn't switch when you press the button? There is a known issue if you have hypershade and AE open at the same time. In one of them it will work.
