Lattice Count is the number of simulation particles corresponding to each hair vertex. LatticeCount = 1 corresponds to simple longitudinal particle chains.
Lattice Size is the distances between the particles of a lattice node (corresponding to a single hair vertex). To have meaningful lattice twist, the LatticeSize value has to be comparable to the distance between neighbour strand vertices.
I'm not sure if I understand your second question. Can you please expand on that?
