Seems to be working fine. That's how is suppose to work. When you select a mesh or faces and use "Add Hair To Selection" a window will pop up, in this window you select the feather preset or the fur preset. The fur preset creates some basic operators with default settings to help you get started, you can use it for hair too.

When you select CV curves instead of a mesh you get the same window with the "Hair From Curves preset". This preset will create a hair object based on the selected curves with some basic operators with default settings.
