You could just create hair and then convert the hair strands to polygon planes using Mesh from Strands, give them the shape of a feather using Change Width. Ornatrix is the same for all versions of Maya. All the operators/nodes can be found in the Ornatrix menu on top. Check Orrnatrix UI documentation for more info.
